Sims 3 launcher not working and neither is the game?

So i recently had to remove my sims 3 off my laptop then i tried to install it again and it wont work i put my disk in and it makes sounds like it running but nothing happens please help does enyone have eny ideas please it would be much appreciated thanks :)
